I have been invovled with Khala/Phala since launch and have been staking with 100k since he started.  I am a security specialist with 20 years at MSFT, Co-founder of ConsenSys Diligence, Founder of MythX, and currently Cheif Strategy Officer at Runtime Verification, one of the top security firms in the space.  My first crypto transaction was in Dec 2013.

As our web 3 world gets more complex, I believe that there is a need for an individual to create and propose a stategy, taxonomy and plan for all of the various security related activities and requirements, not only in smart or phat contracts but throughout the system.  I would like to provide this role and vision for the community.

These are the types of projects that need to be thought through, planned, budgeted for and exectuted:

- where exactly do you need security, how are you doing audits, and with who?
- what level of security is needed for each piece of the system - should you do full formal verification, formally model your specifications?  With who?
- can Phala create their own certification system and levels?
- what kinds of new monitors are needed for staking providers?  What triggers are needed?
- how are contracts or projects monitored live after deployment? Is there a kill switch?
- should you do anything with the community?  Bug bounties are still great.
- once the contract properties are worked out and the invariants hold true with automated tests, what then?
- what kinds of test cases are manual, and automated? 
- what if you change a feature or upgrade a contract?
- what can you leverage from PolkaDot?

These are things I think about all day and would love to make it specific to Khala/Phala network.

SubSquare is a governance platform designed for substrate based blockchains. We have implemented subsquare for khala since Oct 2021, and request treasury support to fund the basic setup and maintenance.

## General Request details and service

Generally our fund request include following items:
- Basic setup fee, $10k.
- Monthly maintenance fee $500 - $1000, including the server fee and labor fee for maintenance.
- Customization fee which depends on the customized feature request from projects.

Services we provide:
1. Basic setup of subsquare to support governance business.
2. Future common feature improvement and enhancement.
3. Bug fix and maintenance.

We will not request funds for common future features, while they may be covered by a monthly maintenance fee. Future futures include:
- Post for motions.
- Chain interaction like tipping, voting, etc.
- OpenSquare other collaboration tools like off-chain voting integration.
- DID login.
- i18n support.

## Request for khala

Khala gave much early support for subsquare, and opensquare has a partnership with phala, we will request less than the usual fees. We take 20% discount off from the basic setup fee and request the lowest monthly maintenance fee for the first 3 monthes from 12.2021 to 02.2022, while maintenance from 10.2021 to 11.2021 will be free.

Who has the advantage?

To all miners,

On September 20th (UTC time), issue #500 occurred on Khala network at block height #426612, which unfortunately caused some Workers to extend the Stake lock-up time. Phala team immediately fixed the issue after receiving feedback. 

However, due to Issue #500, 102 Workers’ $PHA  were locked up and have not been released since. 

Therefore, as a representative of miners, I initiated the following compensation proposal in the interests of miners that were affected by Issue #500.

The details of Issue #500 are as follows:

# Symptom
Because the Release state is overwritten, the Worker will freeze the Stake if it is repeatedly added to the new Pool after CD state is Removed.

# Tracking issue
Affected block interval #426612 (September 20th, UTC) to #519294 block (October 6th, UTC)

# Progress 
After the official emergency fix, Issue #500 was prevented from ever happening again. A method was found to release the locked $PHA of these 102 Workers.

I recommended that the Phala team take a snapshot of all accounts affected by Issus #500 and completes the compensation distribution through a voting of  a referendum.

# Affected users
If you used Remove Worker and added to the new Pool before the fix but you cannot confirm- please Withdraw immediately so that you can gather information during the snapshot. The list of snapshots will be announced after the proposal is passed.

# Compensation suggestions 
Due to Issus #500, a total of 102 Workers' Stake lock periods have been extended. During the lock-up period, the abnormally-locked $PHA should obtain the corresponding staking income. According to the current average ~20% APY of Khala network, from 9/20 to 11/13 (a total of 54 days) around 3% of staking income should have been obtained.

I hope to compensate for an additional 2% on the basis of the 3% of staking income. In total, the affected account will receive an income compensation of 5% of the locked up amount. According to this proposal, I will initiate a referendum and have it reviewed by the Council. Compensation will be distributed according to the final snapshot list after it is passed by the community voting.

Compensation Proposal for Miner’s Assets Freeze Due to Issue #500

# Context
The Phala core team took a very small (5%) amount of tokens compared to other blockchain projects to be able to distribute more to the community and the miners. By doing this, **it was always our vision to use the Treasury to support those most active in making the network a success and compensating for a professional advisor team that helps to develop Phala in many respects.** Doing this on-chain maximizes transparency and avoids opaque advisor deals. This proposal is the first attempt to implement such a plan using the Bounty system. Although the Council does have the power to spend Treasury funds, **we decided to put this up for a community referendum to avoid any conflict of interest and to get the maximum discussion and buy-in from the Phala stakeholders.** That means, we will not use the Council's power to execute this bounty directly but have the public decide on it.

**Short description:**

This bounty is used to compensate the expert advisors for their work previous to the launch of Khala as well as for ongoing work until October 2021 and the future work from November to December. The expert advisors provided us with their professional opinion, industry experience and guidance for a successful inception of the network. Furthermore, the experts pledge to further help the Phala team in the future. They hold important knowledge in growth management, strategic and economic analysis, technical support and dev education, all important skills for a successful network.

## Context of the bounty:

We have three excellent expert council advisors, they are: Joe, Jonas, Zoe. They are all experts in their respective fields, and have made great contributions for the development of Phala, which will be compensated with the proposed bounty.

Expert advisors will help Phala in the long-term development of growth, technology and analysis&research, and establish reputations in the crypto world. They are Phala's "think tank".

For their outstanding contributions, we will give them incentives through this bounty. This task bounty will be a long-term incentive bounty, which will be split into different stages of sub-bounty. For example, in 2021 we will apply for one bounty from March to October, and another from November to December. Each bounty will be rewarded with different tokens according to the contributions made by expert advisors.

The incentives for expert members will only come from the bounty program of the treasury, and rewards will be given based on their contributions.

Different skill sets are required to help the Phala ecosystem. Those are:

1. Growth: Penetrate the European market to raise user awareness and create an active and larger developer community.

* Conducted rigorous market research for Phala in the early stage of the tokenomics creation, studied the tokenomics of well-known projects in the field of crypto currency, and gave adjustments and suggestions to the former Phala tokenomics.
* Fully participated in the discussion of the current tokenomics and the continuous revisions, pointed out risk issues, and provided solutions.
* Conducted market research on the Kusama and Polkadot slot auctions, analyzed publicly available blockchain data and slot auction data and gave mathematical model calculations and inferences to Phala's slot auction rewards. This laid the foundation for Phala's successful low-cost slot auction.
* Provided constructive input on incentives in Kusama slot auctions, put forward the NFT reward plan, negotiated a partnership with RMRK and actively communicated with partners and developers to promote the progress.
* Developed the outline for the upcoming thought leader tournament that incentivizes community members to create content about Phala and thereby help to grow the outreach of the network.
