Re-propose for Treasury Proposal #79 - Feature update for pRB v3 July 2023

Due to the review of the milestones and the cost of the work, the budget is changed so Treasury Proposal #79 will be rejected and here is the new plan.
I, as an agent, initiated this proposal due to the need for Bond funds. Krhougs is the actual implementer of this proposal.

This is the updated plan for pRB v3, it includes:

• Updates subxt to the version used as in the main branch of phala-blockchain repo - 2hr
• Merge prb package into the main branch and make it compilable - 3hr
• Recheck nonce management logic and add comments in code - 1hr
• Fixes lifetime management for transations to reduce the occurance of BadSequence warning - 2hr incl. testing on Khala
• No more wraps single MQ message in batches - 4hr incl. testing on Khala
