This motion will retry motion #189. The last motion was executed, but got overrode by motion #190 because Substrate only has one external proposal slot, and the newer one always overrides the earlier one.
This motion will Proposal #20 to the external queue to accelerate the voting process. Once it's passed, the technical committee will fast track it (but still keep 7 days voting period).
