According to the suggestion in Substrate community, it's good to have a patched runtime release. Therefore we have created the runtime v1181. It has the exact runtime features as v1180 but with newer version dependencies.

Original v1181 changelogs:

• Add up to 8 council seats
• Allow StakePoolManager proxy to call PhalaStakePool.restart_mining
• Follow the upstream RMRK pallets
• Follow the upstream Polkadot v0.9.27, which is supposed to fix the state cache mismatch problem
