#45·Accept Bifrost's HRMP request and open Khala->Bifrost channel (3nd try) - motion #45

In motion #43, the channel was not created because the lack of SafeXcmVersion. This motion will bring a fast track proposal to set SafeXcmVersion to 2, and send the message to open the channels.
