Adjust tokenomics params to reflect difference in block time (resubmission of #8)

This is the resubmission of Proposal #8.

Summary: This proposal aims to adjust the block subsidy budget up by 35% to react to the slow block time. The proposal was re-created because the original one carries a bad proposal encoding.
