This motion will trigger the runtime upgrade for Khala Network Runtime v1260 with the following major updates:
- Update the underlying Polkadot SDK to v1.2 with stability and performance improvements
- Fix the worker registering bugs in PhalaPhatContracts pallet
- Add RPC
pha_getStorageChangesWithRoot: return the state root alongside storage changes, to enable data verification in header cache.
