#220·Khala Runtime Upgrade v1250 - motion #220

This motion will trigger the runtime upgrade for Khala Network Runtime v1250 with the following major updates:

• Enable Sygma bridge pallets for configuration
• Upstream update to Substrate v0.9.42 and node client stability improvements
