Accept Bifrost's HRMP request and open Khala->Bifrost channel (2nd try)

This is the 2nd try of the motion #41, which was failed due to we didn't put enough funds in the Sovereign Account of Khala on Kusama. We need at least 11 KSM to execute the tx.
