#252·Bounty proposal for community contributor in Vault issue

Hi community members and council members!

This proposal is submitted to encourage the contribution of community members which helped a lot during the vault issue.
As I wrote in the announcement (https://forum.phala.network/t/solution-for-the-vault-owner-misconduct/3922), here I proposed for a total budget of 92000 PHA for this bounty.
41000 PHA for Tucuman team
25500 PHA for High/stake
25500 PHA for Suge
